Developing solutions to counteract the migration of young people from the areas subject to de-population

 

The main objective of the project, co-financed by the European Social Fund Plus under the European Funds for Social Development Program 2021–2027, is to develop structural and legislative solutions, including labour market instruments, and to create a system of incentives for young people to remain in areas affected by de-population, especially in OSI areas. The solutions developed in the project will form the basis for determining the direction of action for government administration representatives to implement systemic changes in public policies at the central level, in order to reduce the scale of migration of young people from areas affected by de-population.

The project will involve comprehensive diagnostic and analytical activities concerning the migration of young people from areas at risk of de-population. These will include:

  • – quantitative and qualitative research among young people and local stakeholders,
  • – an analysis of the factors influencing the emigration of young people and the perpetuation of demographic decline,
  • – the development and implementation of informational and promotional activities encouraging people to stay or return to peripheral regions,
  • – establishing a working group and conducting expert work,
  • – preparing structural and legislative recommendations, including those concerning labour market instruments, incentives for young people and solutions to de-population.

The project has a diagnostic and planning focus and does not provide direct support to participants.

The target groups of the project are:

  • – young people from the areas subject to de-population who participate in research, to whom informational and promotional activities will be directed;
  • – the government administration, particularly the ministries responsible for policies influencing youth migration;
  • – local government administration at all levels, involved in activities related to the labour market, education and local development;
  • – academic milieu analysing the issues of de-population and migration of young people.

The results of the project:

  • – a comprehensive diagnosis of the causes and conditions of youth migration from peripheral areas,
  • – a set of programme and legislative recommendations to limit migration of young people, create incentive systems to encourage them to stay or return, and reduce development disparities between peripheries and metropolises,
  • – a catalogue of informational and promotional activities to support the retention of migration,
  • – concrete proposals for systemic solutions, consulted with the administration, local authorities and experts.

The total amount of eligible project expenditure is 7,000,000.00 PLN.

The project received funding in the amount of 7,000,000.00 PLN, including:

  • a) 5,776,400.00 PLN from European funds, which constitutes 82.52% of the Project’s eligible expenditure,
  • b) 1,223,600 PLN from national co-financing

Funding for the University of Warsaw as a partner: 2,519,206.80 PLN, including 2,078,849.45 PLN from European funds.

We hereby inform that, in connection with the implementation of the project “Developing solutions to counteract the migration of young people from the areas subject to de-population” no FERS.01.02-IP.06-0002/24under the European Funds for Social Development 2021-2027 programme, it is possible to report to the Managing Authority or the Intermediate Body any signals, notifications, suspicions, or complaints regarding potential non-compliance of the project or the Beneficiary’s actions with the Convention on the Rights of Persons with Disabilities, adopted in New York on 13 December 2006 (Journal of Laws of 2012, item 1169, as amended), hereinafter referred to as the “CRPD.”

Signals, notifications, suspicions, or complaints concerning potential non-compliance of the above-mentioned project with the provisions of the CRPD may be submitted by:

-individuals (project participants or their attorneys and representatives);

-institutions participating in the implementation of the European Union funds;

-the social party (associations, foundations)
