What impact can research have on policy? A look at labour migration governance in Poland

Migration Research to Policy Series 2 | Issue 4

Bridging research & policy

A case study from Poland

Policy change doesn’t always require sweeping political reforms. Sometimes, small, strategic, research-driven interventions can make a significant impact.

This Short by Marta Jaroszewicz, Paweł Kaczmarczyk and Katarzyna Porwit explores how the Centre of Migration Research at the University of Warsaw collaborated with policymakers to improve Poland’s labour migration framework. Through trust-building, stakeholder engagement, and well-timed research, their work led to concrete policy changes—including better worker protections and streamlined administrative processes.

„A classically understood ‘window of opportunity’ did not occur for our project. In fact . . .policy change occurred from a consistent small-steps approach by the administrators and was not accompanied by a transformation of migration discourse at the highest level.”

Key lessons for researchers looking to influence policy:
✔️Engage policymakers early and build long-term trust
✔️ Offer evidence-based, operationally feasible solutions
✔️ Focus on incremental reforms that fit within political realities
